The property must be new and purchased directly from a developer — resale properties do not qualify. The EUR 300,000 amount refers to the purchase price before VAT. Multiple properties can be combined to meet the threshold, but at least one must be residential and purchased from a developer for the minimum value.

The Non-Dom Tax Regime

Cyprus introduced its non-domicile (non-dom) tax regime in 2015, and it remains one of the most favorable in the EU. If you are tax-resident in Cyprus but not domiciled there, the following exemptions apply:

The non-dom status lasts for 17 years from the date you become tax-resident. You are automatically considered non-domiciled if you were not born in Cyprus and have not been a Cyprus tax resident for 17 or more of the last 20 years.

To become tax-resident, you need to spend at least 183 days per year in Cyprus (or 60 days under the simplified "60-day rule" if you meet certain conditions including not being tax-resident elsewhere and having a Cyprus-based business or employment).

Family Inclusion

The permanent residency permit covers:

  • Spouse
  • Children under 18 (at the time of application)
  • Children aged 18-25 if unmarried and financially dependent (enrolled in higher education)

Parents of the main applicant can also be included, though they receive a separate immigration permit (not permanent residency) and must demonstrate independent income of EUR 8,000 per year.

Application Process

  1. Purchase qualifying property — sign the sales agreement and pay at least EUR 200,000 of the purchase price (proof of transfer from abroad required)
  2. Open Cypriot bank account — deposit EUR 30,000 as a fixed-term deposit

  4. Submit application — through the Civil Registry and Migration Department

  6. Collect biometric residence card — visit Cyprus to collect the card and activate the permit

Cyprus has one of the lowest corporate tax rates in the EU at 12.5%.   • No direct path to citizenship through property. The fast-track permanent residency program does not lead directly to citizenship. Naturalization requires 7 years of continuous legal residence (with at least 5 years of actual physical presence in the 7 years preceding the application).
  • Small market. Cyprus has a population under 1.2 million. Local business opportunities are limited compared to larger EU economies.
  • Divided island. The northern part of Cyprus remains under Turkish occupation. Property purchases must be in the Republic of Cyprus (the southern part, which is the internationally recognized government).
  • New-build requirement. The restriction to new properties from developers limits options and often means paying a premium over the resale market.
